AGRICULTURE

MODERN, SUSTAINABLE AGRICULTURE

A decisive shift from an agricultural-production mindset to the development of a modern, sustainable agricultural economy linked to markets and value chains; effectively harnessing the potential of ecological zones through land accumulation and consolidation to form large-scale specialised commodity zones applying high technology, science and technology and digital transformation; developing clean, organic, circular and ecological agriculture focused on key products with competitive advantages, linked to chain-based processing and consumption and to OCOP products; and attracting corporate investment and developing the cooperative economy and production linkages to raise the value added and competitiveness of the province's agriculture.

CULTIVATION

Forming production zones oriented towards emission reduction, with clean, organic and food-safe products for domestic consumption and export, gradually establishing a carbon-credit market in agriculture. Continuing to maintain and improve the efficiency of raw-material zones linked to processing, and attracting investment in deep-processing projects associated with the development of raw-material areas.

LIVESTOCK FARMING

Developing livestock farming towards concentrated, high-tech farms along value chains, ensuring disease and environmental safety; focusing on key products such as poultry, buffalo and beef, cow's milk and dairy products, while developing specialty and organic livestock models linked to brands in mountainous areas; and attracting investment in plants processing livestock and poultry meat and dairy products in conjunction with the development of concentrated farming zones.

FORESTRY

Developing forestry in conjunction with enhancing the economic value of forests, combined with ecotourism and carbon-credit trading; developing large-timber production forests, medicinal plants and under-canopy crops; and building brands for mountainous bamboo raw-material areas linked to deep processing and high added value.

FISHERIES

Developing the marine economy towards large-scale commodity production linked to exports and the protection of national territorial sovereignty; reorganising the fishing–aquaculture–logistics–seafood-processing chain along value-chain lines; increasing aquaculture and gradually reducing fishing intensity in line with resource stocks; investing in upgrading fishing ports, landing wharves and storm-shelter anchorages; and implementing measures to combat illegal, unreported and unregulated (IUU) fishing.
