Completing the multi-tier goods distribution system; prioritising the development of shopping centres, supermarkets and modern retail chains in the central urban areas (Thanh Hoa, Bim Son, Sam Son, Nghi Son); upgrading traditional and wholesale markets in rural and mountainous areas; and promoting e-commerce, cashless payment and digital transformation; supporting enterprises and cooperatives in joining e-commerce platforms to expand their consumer markets.

TOURISM

Focusing on developing the Sam Son–Hai Tien Tourism Zone into a diverse national sea-tourism area; prioritising the attraction of high-end resort centres carrying international brands; orienting the Ben En and Pu Luong Tourism Zones to become potential national tourism areas in the period after 2030; attracting investment in infrastructure for provincial-level tourism areas and sites; and developing tourism sites in communes and wards in a coordinated manner in line with urban and rural planning.

OTHER FIELDS

Developing high-value-added service sectors such as finance and banking, insurance, education and training, healthcare, consulting, science and technology services, and digital services, to meet socio-economic development requirements.
